June 2004 IssueSubbasin Plans Arrive On ScheduleDraft subbasin plans, locally developed plans that will guide fish and wildlife projects in the Columbia River Basin, met the Council's May 28 submittal deadline. The 59 draft plans, which represent the largest compilation of data on fish and wildlife in the basin, are available for public comment through August 12. The Council will adopt the plans into its Columbia River Basin Fish and Wildlife Program at the end of the year. See press release. Federal Agencies Propose Reductions to Summer Spill at Ice Harbor, John Day, Bonneville and The Dalles DamsBruce Suzumoto, Council staff; Greg Delwiche, Bonneville Power Administration; Witt Anderson, U.S. Corps of Engineers; and Suzanne Cooper, BPA briefed the Council on the federal action agencies' amended proposal for 2004 summer spill operations. The amended proposal reduces summer spill during August after most juvenile salmon have already migrated, and ends current spill operations at Ice Harbor and John Day dams on August 22. Spill would end at Bonneville and The Dalles dams at the end of July. See BPA press release and salmonrecovery.gov. NOAA Fisheries' New Hatchery Policy Good Fit with the Council's APRE RecommendationsRob Walton, NOAA Fisheries, briefed the Council on the
federal agency's proposed new hatchery policy. In describing the changes,
Walton noted that the policy's emphasis on the conservation of naturally
spawning salmon and the ecosystem dovetails very well with the
recommendations of the Council's Artificial
Production Review and Evaluation study. See NOAA
